David Martinek holds the position of Public Affairs Manager at ČEZ ESCO, and has been with CEZ Group since 2008. At ČEZ ESCO, he managed the business transformation project, led the Business Development team, and now focuses on external relations and legislation. As part of his activities, he was involved in the establishment of the public administration segment and from the beginning, in addition to trade, he also focused on education in the field of decentralized energy, renewable sources, electromobility, accumulation and especially energy savings in buildings. At present, it is mostly concerned with monitoring the development of legislation concerning the financing of energy savings and decentralized energy or setting European support in connection with climate goals and the Green Deal for Europe.
Ing. Libor Kozubík graduated from the Faculty of Electrical Engineering of the Technical University of Ostrava. He has worked on projects for energy distribution companies in Spain, Argentina, Moldova, the Czech Republic and Slovakia. He has been working for IBM as a consultant since 2007. Since 2011, he has been working within the IBM consulting division as the head of the Energy and Utilities sector for the Czech Republic and Slovakia. Within IBM, he supplied projects and consultations for leading Czech and Slovak power distribution companies in the areas of: Smart Grids, Smart Metering, Smart Buildings, Work Force Management, electromobility, advanced data analytics. It deals with new trends in the field of energy. He speaks English, Spanish and Russian.
The sixth edition of the international ENERGO SUMMIT will take place in the autumn on the 13 November 2020 as a part of the Clean Mobility Fair - E-SALON. Its main theme is the Green Deal for Europe, especially with regard to renewable energy sources, sustainable and smart mobility.

Ing. Pavel Zamyslicky, Ph.D. He studied heavy current electrical engineering and energy at Brno University of Technology and subsequently economics and energy management at CTU in Prague. In his diploma and dissertation, he dealt with the links between greenhouse gas emissions trading and investments in energy. Since 2005 he has been working at the Ministry of the Environment, where since 2007 he has held the position of Director of the Department of Energy and Climate Protection. He specializes in European and domestic climate and energy policy and its instruments, especially trading in emission allowances in the EU ETS. He is the Czech Republic's chief negotiator for international and European agendas related to climate policy.
Ing. Bohuslav Čížek, Ph.D.,MBA is a director of Economic policy Section at the Confederation of Industry of the Czech Republic and deputy general director. In 2011 he commenced his career
at the Confederation of Industry of the Czech Republic as a main analyst / economist and expert in finance, taxes and investment. Since 2016 is a director of Economic policy Section. Mr. Čížek is a member of ranks of expert teams and represents Czech employers in various domestic and EU commissions.
Jan Šamal is an owner of nimble energy company, which is a pioneer in the area of modern power industry within the Czech market. He can boast his primacy in instalation and putting into operation the first large capacity battery repository in the Czech Republic. Mr.Šamal is a co- founder member of Association for accumulation of energy AKU-BAT CZ. Thanks to his own integration services and wide offer of high quality recharging stations his company provides with complete intelligent solutions for recharging infrastructure counting of control systems for local consumption. Mr. Šamal is a visionary with ambition to be contributive to change society – wide conditions in better perceiving and stance towards energy. Mr. Šamal is especially proud of new cloud - portal nimble cloud designated for aggregation, analysis, comparation and transparent display of various energy data.
Jan Fousek is an executive director of Association for accumulation of energy AKU-BAT CZ, which supports development and exploitation of large capacity battery repositories. Mr. Fousek acts as a chairperson of supervisory board of the Solar association of the Czech Republic with responsibility for public affairs and EU agenda, participation in international conferences and delegations. Mr. Fousek as a representative of AKU-BAT CZ is a member of board of the Confederation of modern power industry, covering all relevant professional associations. He is active in power industry since 2007, from 2011 up to 2016 he was a co-owner and executive director of one biggest and significant European trader with emission licences and electricity, company Virtuse Energy. He was a first businessman over the world, whose company entered to the beginning Chinese emission market and which thanks to his experiences gained in Europe helped to develop this market.
The main subject of ENERGO SUMMIT 2020 is a Green deal for Europe, mainly focused on renewable sources of energy and sustainable intelligent mobility.
The 5th edition of the ENERGO SUMMIT will be newly held in the autumn term, on 15 November 2019 within the framework of the 2nd edition of the E-SALON Clean Mobility Exhibition.

Martin Tlapa, Deputy Minister and Head of the Section of Countries outside Europe, Economic and Development Cooperation of the Ministry of Foreign Affairs of the Czech Republic, was working at the Office of the Government of the Czech Republic as the Deputy State Secretary for European Affairs in 2012–2014, and in 2004–2012 at the Ministry of Industry and Trade as Deputy Minister and Director of the European Union and Competitiveness Section, Agenda of Multilateral and Common Business Policy, Internal Market of the EU, Community and International Law, International Competitiveness. In 1996–2004 he was working at CzechTrade as Deputy Director General, Managing Director, in 2000–2004 as Director General, in 1996–1997 at the Centre for Foreign Economic Relations as Director of External Relations, General Secretary, in 1992–1996 at the Embassy of the Czech Republic in Canada as Secretary for Business and Economic Affairs, in 1993–1996 at the Ministry of Foreign Affairs of the Czech Republic, in 1991–1992 at the Federal Ministry of Foreign Trade, OECD Department, as Territorial Expert, in 1989–1991 at the Research Institute of External Economic Relations as an Expert Staff Member.
In his speech entitled “News in the Climate and Energy Policies” he will deal with current development especially with regard to the legislation which is negotiated or has been recently approved at the EU level and is to be implemented in the Czech Republic. It will then influence also the development of the Czech energy policy and the contribution of the Czech Republic to the EU objectives till 2030. Pavel Zámyslický has completed his studies in the branch of heavy-current electrotechnics and power engineering at the Brno University of Technology and then in the field of economy and power engineering management at the Czech Technical University in Prague, where he completed his doctor studies successfully in 2013. In his theses as well as dissertation he was dealing with various links between emission trading and capital expenditures in the sector of power engineering. Since 2005 he has been working at the Ministry of the Environment, where he has been in the post of Director of the Energy and Climate Protection Department since 2007. On a professional basis he deals with domestic as well as European climate and energy policies and their tools. In particular, for example trading in emissions allowances in the EU ETS. He represents the Czech Republic during negotiations relating to various regulations and legislation at the EU level as well as within the framework of the United Nations.

Ing. Tomáš Buzrla, Chairman of the Board of the Solar Association, has been active in the photovoltaic sector for more than ten years. Since 2004 he has been operating as the director of a company dealing with trading in emissions allowances. In 2007 he took part in foundation of the Energy 21 Company, which has become the largest private operator of solar power plants in Central Europe. Tomáš Buzrla has been in the post of Chairman of the Board of the Solar Association since November 2016. The Solar Association is the largest professional association of entrepreneurs in the sector of solar power engineering and other supporters of solar energy, building especially upon transparency and professionalism. It helps its members as well as those interested in the entry into the sector of solar power engineering to achieve compliance with various regulative obligations or to choose a good firm. At present the Solar Association associates more than 450 members from such sectors as production of panels and batteries, installation firms, servicing firms, firms offering solutions for electricity accumulation, operators of solar power plants, electricity traders, universities, research workplaces, financial institutions, banks etc., and the number of our members continues to grow permanently. That is why the Association represents more than 1,200 megawatts of capacities installed: from the smallest roof power plants to large solar parks. Through its activities it therefore covers more than one half of the Czech solar market.
The European power engineering sector is at the threshold of the second decade of the transformation process. The requirements for energy efficiency as well as use of renewable energy sources should rise by 2030 again. Is transformation of the power engineering under the Brussels control manageable in the Czech Republic or will it mean further extreme pressure on energy consumers’ budgets? What is the role played by district heating in this transformation and how can it contribute to this transformation? Will we need district heating and how will it look like? Martin Hájek, Director of the Association for District Heating of the Czech Republic, will try to answer these questions.
The Czech Republic can increase production of energy from renewable energy sources by at least 10 percentage points by 2030. Moreover, it is not true anymore that the existence of renewable energy sources would need a massive subsidy. Nevertheless, state supporting mechanisms are and still will be, for several years, an important tool for the strengthening of the role played by renewable energy sources in the energy mix.

Rostislav Krejcar will focus in his speech on the new management system of the Energy Regulatory Office, fulfilment of European objectives, notification process and future – tender proceedings.
Rostislav Krejcar completed his studies at the Czech Technical University in Prague, Faculty of Electrical Engineering, with a focus on economy and power engineering management, where he acquired an academic degree as well. In 2002 to 2012 he was working at the Energy Regulatory Office in the field of electricity engineering, where he was on a managerial post from 2006. In the past, Rostislav Krejcar was a member of expert groups at the CEER and ERGEG in Brussels and in Vienna with a focus on renewable sources and international trade in transmission capacities. After leaving the Energy Regulatory Office he was on his paternity leave for a short time. Since 2012, Rostislav Krejcar has been working in a part-time job at the Czech Technical University, Faculty of Electrical Engineering, where he is the head of the subject “Development of Energy Systems”. Besides teaching activities, he was dealing with consulting activities in power engineering as a self-employed expert in 2013 – 2017.
The European legislation sets out objectives for energy savings, and the Czech Republic, like a number of other countries, has serious difficulty meeting these objectives. The legislative framework for the period till 2030 will be still stricter according to the proposals discussed. The study, which has been drawn up at the Confederation’s request, provides for a definition of particular measures for energy savings, identifies the potential of given measures in individual sectors, estimates the cost-efficiency of these measures and mainly calculates the general financial demands and total potential of energy savings in the Czech Republic between 2021 and 2030. The ambitious objectives, however, cannot be implemented without a form of a public support and in this context it is necessary to speak in a magnitude of hundreds of billions of Czech crowns. The Confederation is active in creation of optimum environment for investment in energy savings also in the present period and is an important intermediate link in the discussion between ministries and companies. In this matter we have issued, for examples, a common appeal on the Government of the Czech Republic – http://www.spcr.cz/pro-media/tiskove-zpravy/11528-plneni-evropskych-cilu- energetickych-uspor-je-pro-cr-kriticke. Within the framework of the Operational Programme Enterprise and Innovation for Competitiveness the Confederation intensively communicates with all parties and regularly comes with initiatives for a better setup of the Programme which should be (in terms of the volume and financial support) the backbone of the support of energy savings in this period.
Power engineering has been undergoing a number of principal changes in recent years, which bring new requirements and appeals. The structure of resources is changing and it is possible to register various decentralisation trends. The growth of renewable sources requires stable and flexible base load sources. Another change factor consists of growing environmental requirements and regulatory environment. The Confederation is one of the main drivers of the discussion process and takes part, for example, in preparation of particular steps in the field of energy savings. We have commissioned a study which is unique at the European-wide level and has stirred up much interest also in Brussels. It is quite sure that capital expenditures aimed at energy savings will require hundreds of billions in the years to come. The Confederation endeavours to ensure transparency and foreseeability of the entrepreneurial environment in the power engineering sector and wants the Czech electricity sector to be able to cope with all important challenges it is about to face.
Zuzana Krejčiříková, Director of the Public Affairs of the ČEZ Group, will focus her presentation on the setting up of objectives for the EU in the field of energy efficiency till 2030, on the context with the Regulation on the Governance of the Energy Union, as well as on the issue of the so-called overlays of policies and malfunctioning of the EU ETS.
One of the professional partners of the ENERGO SUMMIT is the Chamber of Trade and Industry for the Commonwealth of Independent States, which is a non-governmental, autonomous and independent legal entity, whose members can be both legal entities and natural persons; its membership base consists of industrial enterprises, commercial banks, insurance companies, as well as advisory firms. At present it includes approximately 150 entities. The Chamber works intensively with representative bodies of involved countries, accredited in the Czech Republic or for the Czech Republic, especially the Russian Federation, Ukraine, Belarus and Kazakhstan, Azerbaidzhan, Armenia, as well as Uzbekistan and Tajikistan. An important place in the Chamber’s activity belongs to cooperation with Czech embassies in the involved countries. Ing. František Masopust, Chairman of the Board of the Chamber, will introduce, in his speech, the activities of the Chamber, position of the renewable energy sources in the energy mix of the CIS countries and possible forms of operation of Czech companies on the market of the CIS countries in the field of power engineering and renewable energy sources, including existing cases of cooperation.
Mgr. Jan Fousek is the Chief Executive Officer of the Association for Energy Storage and Batteries (AKU BAT CZ), which supports development of large-capacity energy storages in the Czech Republic, especially in the field of legislation changes. He operates also as the Chamber of the Supervisory Board of the Solar Association of the Czech Republic, where he is responsible for the European agenda, participation in international conferences and in delegations and contacts with media. He is a top manager of the Solar Global a.s. Group, one of leading Czech producers of photovoltaic energy, where he leads, from the post of a director, one of subsidiaries, the firm “Solar Global Energy a.s.”. He has been active on energy markets since 2007. The objectives of the AKU-BAT Association will be presented at the beginning of the lecture. The second part will be focused on challenges imposed by energy storage development in the Czech Republic, especially on amendments to the Energy Act, whose result should be at first the arrangement of storage facilities. Another challenge is the issue of the arising of licences for energy storage and setting up of conditions for determination of regulatory fees of the Energy Regulatory Office. The third challenge will be the change in the Transmission Grid Code, towards the release of conditions for provision of support services. The topic of the third part will be energy storage in an outlook of 10-20 years, which places emphasis on the combining of individual types of energy storage. The implemented projects will be presented at the end.
Barbora Obračajová is an articled clerk and a member of the team focused on energy law at the Prague-based law office “Dentons”. Besides legal advisory services in the energy sector, she deals also with environmental and regulatory issues and associated dispute agenda. She provided lectures at a number of academic as well as expert conferences, recently for example at the 27th Emissions Trading Conference on the topic of legal aspects of trading in emissions allowances and at the scientific conference of the American Society of International Law in Washington D.C. She graduated from the Law Faculty of Charles University in Prague, before starting to work for Dentons she worked as a paralegal at the Clifford Chance law office in Prague and she is registered as an articled clerk at the Czech bar Association and a member of the American Society of International Law and of the European Society of International Law.
In her presentation she will focus on legal aspects of energy efficiency in the Czech legal order. The presentation will be focused practically, i.e. on actual legal issues appearing in practice. The presentation will include also relevant decisions of courts and administrative bodies (for example application of an indicative criterion of efficiency provided for in the reference documents on BAT in the case of the Prunéřov Power Plant).
